1. Power and responsibility is spread among many qualified stakeholders by
one ultimate leader
2. An administrator might be best served to use this when you're seeking
differing perspectives; when you're uncomfortable with a task and feel
another stakeholder may accomplish better or be more qualified; when you're
not rushed and you have a greater amount of time to accomplish a task
through delegation; when you're a leader who is strong in human
relations/transformational leadership you may be able to delegate most
appropriately; also, when you're a leader who is structurally oriented and
knows the goal and purpose of the tasks to be delegated clearly; when you
want to develop leaders in the organization
3. An administrator might not be best served to use this when expectations
are unclear; when stakeholders do not trust you and there is not a good
relationship to build upon; when stakeholders do not share your vision;
when there is internal conflict or conflict politically
