[Mathregionals] Policy on Evaluation Committee Membership for vote

Hello,

There were 28 eligible voters. The policy received 21 yes votes and 0 no
votes, with 7 not voting, and so passed. I posted it in the department
blackboard organization in Content/Policies/.
