[Mathregionals] evaluation policy core discussion

Hello,

It is time to consider revisions to the core of our evaluation policy,
where the scores are actually determined. Some updates (e.g. removal of
mention of the quarter system) are definitely needed, some suggested
small changes (e.g. moving comprehensive exams from service to teaching)
should be decided, and possible major changes (e.g. changing to a point
system) should be considered.

I am attaching a starting point for these discussions. Please contribute by:

1) Bringing up new topics that are not on my list.

2) Giving your opinions on topics that are already on my list.

As much as possible, please send these in a form that I can copy and
paste into the document, so I do not have to interpret and rewrite them.

If there is time in the faculty meeting next Tuesday we could try to
have some discussions.
