[CPN] Proposed New Articles Regarding Panclade Names

Dear CPN members,

As the result of a case that emerged while editing some of the last contributions to the Phylonyms volume, it seemed necessary to draft a couple of new articles to maintain the relationships between panclade names and the names of the corresponding crown clades, which Phil and I are now submitting to the CPN for approval.  Please comment on or approve these new articles by October 17.  Thanks.
