you are right, this innovation is difficult to monitor and evaluate and 
indeed...are African men that sex starved? and know what? this will just 
give the men an excuse to look for mistresses...i don't think this was well 
thought through...any way i heard that desperate times call for desperate 
measures...wishing them well.
