It has been awhile since our last update, but there were not many updates until I found out the status of the Federal Regulations regarding distance education and state authorization from the Department of Education. Due to the transition of the new federal administration, the Congressional Review Act allowed for any regulation published since May 30, 2016, to be reversed with a simple majority vote. The new distance education regulations fell into that timeline but the deadline for reversing them has passed. It appears as though these regulations may stay in place. If the regulations are not reversed, institutions have a lot of work to do to come into compliance by July 1, 2018. You can find more detailed information regarding those regulations as well as all current matters that are state authorization below: The State Authorization Network offers updates to six already published Talking Points documents and three new Talking Points documents to provide education around state authorization. The authors are experts in this topic area. All of the papers are available in web form on the WCET website. I know these documents will serve as excellent resources for those dealing with state authorization, or for those who may want to learn more about the topic. There are 3 relevant papers in relation to questions that I have received and/or for matters that I have discussed with the State Authorization Advisory Council (SAAC) along with the campus community. It now moves to the Governor's office. In addition, there are rules and regulations that will need to be adjusted and amended. http://www.flsenate.gov/Session/Bill/2017/00859 Massachusetts In early May, the Massachusetts House Ways and Means Committee voted to approve an amendment to the budget which enables the Massachusetts Department of Higher Education to join SARA. On May 23, 2017, the Senate Ways and Means Committee unanimously approved, by a vote of 37 to 0, the SARA amendment to the Senate Ways and Means budget. The next step is for the House Ways and Means budget amendment and the Senate Ways and Means budget amendment to be reconciled during the conference committee negotiations that will take place in June. If the process proceeds smoothly, the budget goes to Governor Baker's desk for his signature in July. The Virgin Islands has submitted their SARA application to be reviewed by the SARA Steering Committee when they meet on June 6. _____________________________________________________________________________________________________________________________________________________________________ JUNE M-SARA WEBINAR: SARA 101 Join Jenny Parks, M-SARA director, and guests for SARA 101 on June 21, at 1:00 p.m. CT.
