[MWERA] [External] Submission Problem

Use caution with links and attachments.
A few people notified me that they were not able to edit a proposal they submitted before it has been reviewed. I contacted All-Academic and they created a service ticket for that issue this afternoon. In the meantime, you'll probably want to double-check your submissions before you send them in the event that the fix for the problem takes awhile to happen.
