<p><span style="font-family:"Arial",sans-serif">This fall, the University at Buffalo, SUNY introduced a new initiative called the PhD Excellence Initiative to strengthen the quality of students in our PhD programs and to increase their success rates. The new
scheme includes the following components:<o:p></o:p></span></p>

<span style="font-family:"Arial",sans-serif">Minimum salaries starting at $20,800;<o:p></o:p></span></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
<span style="font-family:"Arial",sans-serif">Full tuition and fee waivers;<o:p></o:p></span></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
<span style="font-family:"Arial",sans-serif">Minimum teaching obligations with teaching relief for two of the five years.<o:p></o:p></span></li></ol>
<p><span style="font-family:"Arial",sans-serif">Top students will be nominated for a Presidential fellowship, which increases the stipend by an additional $7,500 if awarded. Domestic students who meet diversity criteria can also be recruited via the Schomburg
