The 88th Civil Engineering Group is currently seeking a Term - Temporary - Not to Exceed 3 Years Cartographer to work for the 88th Air Base Wing (88 ABW) at Wright-Patterson AFB, Ohio.



This position is a NH-3 series 1370 AcqDemo Position. Pay ranges from $66,167 - $102,288 (wo/locality) per year.



The primary purpose of this position is to serve as an Installation GIS Specialist, with responsibility for the overall coordination, maintenance and program development of high quality, cost effective GIS (including GeoBase) systems, and associated tools, applications, data, standards and documentation.



Duties:
*
*       Manage, maintain and administer GeoBase technical infrastructure;
*       Implement technical policy and guidance;
*       Manage the technical implementation of GeoBase capability across the Installation;
*       Perform technical work in geospatial sciences, geospatially-related Information Technology (IT), and related web-based programming and geospatial database management;
*       Develop and/or implement AFMC and Air Force geospatial data standards;
*       Manage the maintenance of geospatial data residing at the Installation;
*       Support the development and implementation of an enterprise GeoBase architecture;
*       Plan and coordinate the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of GIS and associated hardware and software;
*       Coordinate and develop high quality, cost effective GIS tools, systems applications, and programs;
*       Study new methods and applications and provide advice on techniques and tools available for solving GIS/IT related technical problems.
*       Keeps abreast of emerging technologies to ensure installation GIS/GeoBase capabilities will not prematurely become obsolete.

*       Basic Requirements:
*       Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

*       Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.



In addition to the basic requirements listed above, applicants must also meet the qualification requirements listed below:
*       U.S. Citizenship is required
*       Males must be registered for Selective Service, see Legal and Regulatory Guidance
*       Incumbent must obtain and maintain technical certification that meets the requirements of DoD 8570.01-M for Information Assurance Technical (IAT) Level II within six months of onboarding. Security+ certification is the recommended DoD Approved Baseline Certification for this position.

*       Incumbent must meet education requirements as established by the Office of Personnel Management's Qualification Standards for this occupation.
*       Incumbent must obtain and maintain a secret security clearance.

*       Specialized experience for this position includes:
*       Effectively communicating with internal and external stakeholders;
*       Utilizing ArcGIS Geographic Information Systems (GIS) and various geospatial modeling programs to analyze data sets; and
*       Maintaining and archiving geospatial information and data.
*       Implementing geospatial models to solve complex problems;
*       Performing Geographic Information System (GIS) analysis for hazard identification and risk assessment; and
*       Utilizing GIS platforms to provide analysis and support related to facility and infrastructure planning, design, and construction projects.
*       Fundamental Awareness of Python, JavaScript, and SQL programming language
