[Dtwg] [External] guidelines for size for PIT tagging terrapins

To second Russ we use 8mm pit tags (BIOMARK) on any Terrapin, Box Turtles,
Kinosternid species 75mm SCL or above down here using the Buhlman and
Tuberville (1998) method (Chelonian Conservation Bio 3: 102-104).
