It seems reasonable, there are a number of companies like this.  I don’t see where they say on their site that they are a non-profit, and I note that they are a “.com” and not a “.org”.  I might buy a bracelet if I wanted one, but if I wanted to do something for sea turtle conservation I would look for a non-profit organization more directly involved.

Hi Russ, (et al). hope you are well. Has turtling yet begun at J-Bay? My friend Carl, who is the Outreach Director of Recycling for the Rutland County Solid Waste Management District in Vermont, received a solicitation from the organization below. Do you know anything about them, or is there anyone on the DTWG listserve in South Texas who might know of their legitimacy? Their website seems rather thin on details and heavy on "buy our bracelet," and there are other things that strike me as off, but perhaps y'all might be able to ferret out information about them. In Carl's position as outreach director he is in the position of being able to forward the email he got on to quite a multiple of listserves and contacts within the recycling community, but he wouldn't want to be promoting any sort of illegitimate entity.

While some sea turtles have been found to have swallowed hundreds of bits of plastic, just 14 pieces significantly increases their risk of death, according to a study published in Scientific Reports.
