[CPN] extension on time to review and discuss proposals

Dear colleagues,

I agree with the changes, though I would like to see the concerns raised 
by others (David, Sean, etc.) addressed. However, I agree that Kevin and 
Phil could go ahead with the current wording and fine-tune it in the 
coming weeks or months.
