[CPN] Results of vote on Art. 21

Dear CPN members,

At this point, 11 of the 12 CPN members have voted.  Since the vote is lopsided, there is no need to wait for the last person to vote.  
Question 1 passes by a vote of 11-0.
Question 2 passes by a vote of 8-3.

The attached version of the changes in Art. 21 is the one you voted on and which is now approved.  Of course additional changes can be proposed, and we may want to vote to adopt Andy's suggested change in Rec. 21.3A.  I'll be back in touch with you about that soon.
