...but now I've finally read the proposal.

As far as I can tell, the advantages of a Journal of Phylogenetic 
Nomenclature are clear but small, considerably smaller than the 
practical difficulties. Therefore, I cannot vote for it at present.

This would change if all the big inter-sub-disciplinary journals, like 
Systematic Biology for instance, started rejecting PN papers. But that 
hasn't happened so far.
