[CPN] ICBN to allow electronic-only publication and to drop fungal form genera

Greetings,

As many of you already know, the ICBN will undergo several far-reaching 
changes by the next edition, which will apparently be implemented on 1 
January 2013. One of these will abolish the form genera for fungi, an 
issue which the PhyloCode mentions. Two more changes will be implemented 
a year earlier; one of those is that electronic-only publication in pdf 
format will be allowed.
