On behalf of National Council on Rehabilitation Education (NCRE), I am pleased to announce the Dr. Alo Dutta Memorial Scholarship for Excellence in Rehabilitation Research.

A Sub-Committee of the NCRE Awards has been formed to determine the best doctoral dissertation of the year 2018. The Sub-committee is composed of rehabilitation educators, researchers and scholars and headed by Dr. Madan Kundu, Chair, Southern University and Dr. Chrisann Schiro-Geist, Co-chair, The University of Memphis.

“A Tribute” to Dr. Alo Dutta
Dr. Alo Dutta died on June 29, 2018 after battling with cancer. She has made significant academic and research contributions while at Southern University, Baton Rouge, Louisiana. She was a full professor in the Department of Rehabilitation and Disability Studies and served as Principal Investigator of the Vocational Rehabilitation Technical Assistance Cen- ter for Targeted Communities project.

Dr. Dutta was born in Calcutta (now Kolkata), India. She obtained her Bachelor of Science degree in physics, chemistry and mathematics from the Uni- versity of Calcutta, India. She came to Southern to study professional accountancy and earned a mas- ter’s degree. While at Southern, she learned about a new field of study in rehabilitation and earned a master’s degree in rehabilitation counseling with Professor Madan Kundu as her major advisor. She received her Ph.D. in community health with a specialization in rehabilitation from the University of Illinois at Urbana-Champaign (2001) with Professor Chrisann Schiro-Geist.

Dr. Dutta has been on the faculty of rehabilitation counseling at Southern University since 2002, achieving the rank of Full Professor in 2016. Prior to joining the Southern University faculty, she held the position of Coordinator of Research at Howard University’s
Rehabilitation Research and Training Center from 2001 to 2002 and as an Adjunct Assistant Professor at the University of the District of Columbia and Louisiana State University. Dr. Dutta was mod- est about her accomplishments. Her commitment to social justice, diversity and inclusion; kindness and intelligence will long be remembered by her students, colleagues, and friends.

Importantly, Dr. Dutta was an outstanding researcher, a prolific grant writer and a visionary leader in the field of vocational rehabilitation. She was the Principal Investigator/Project Direc- tor of 11 training, research, capacity building, and technical assistance grants; Co-Principal Investigator/Associate Project Director of nine (9) other grants, totaling $31 million. These projects were funded by the Rehabilitation Services Administration, the National Institute on Disability, Independent Living and Rehabilitation Research, and the National Science Foundation. She was a highly valued consultant to the Federal government and to other universi- ties. Her advice on capacity building, leadership, and long-range planning for inclusion of rehabilitation educators and researchers from racial and ethnic minority backgrounds was highly sought after. Most importantly, Dr. Dutta was a valuable colleague and a faithful friend to many in the rehabilitation community. She was quiet in nature, smart, creative, industrious, productive, and reliable.

Dr. Dutta served on the Editorial Board and as a Guest Reviewer of 10 journals and Editor of 2 newsletters. She has published 48 refereed journal articles and 5 book chapters, and made over 80 presentations at state, regional, national and international conferences. She was the recipient of 14 awards and recognitions, including Outstanding Graduate Student Award; Researcher of the Year Award; Young Investigator Award; the National Council on Rehabilitation Education (NCRE) New Career in Rehabilitation Education; and National

She was very active in local, regional and national rehabilitation professional organizations, including the National Rehabilitation Counseling Association, the National Council on Rehabilitation Education, National Association of Multicultural Rehabilitation Concerns, and the Vocational Evaluation and Work Adjustment Association.

Dr. Dutta was a selfless person. She donated her eyes to the Eye Bank and her body to the Louisiana State University School of Medicine in New Orleans for education and research. Without a doubt, the field of rehabilitation has lost a gentle giant, and she will always have a special place in the hearts of her stu- dents and colleagues, as she has touched many lives.

The Dr. Alo Dutta Memorial Scholarship Fund is established in her memory to continue her legacy of scholarly research and publications in advancing the cause of people with disabilities and the field of rehabilitation counseling by recognizing an out- standing doctoral dissertation and to provide travel funds for presentation at the annual spring conference of the National Council on Rehabilitation Education (NCRE).

DR. ALO DUTTA MEMORIAL SCHOLARSHIP FOR EXCELLENCE IN REHABILITATION RESEARCH

Introduction:
The award is established in memory of Dr. Alo Dutta, a professor at the Department of Rehabilitation and Disability Studies, Southern University, Baton Rouge, Louisiana. As a rehabilitation counselor educator and researcher, she has made significant contributions to the diversity and inclusion of minorities in the rehabilitation counseling profession. She also contributed significantly to improving culturally-sensitive and evidence-based vocational rehabilitation (VR) interventions for people with disabilities, especially VR consumers from racial and ethnic minority backgrounds through her research, publication, training, and grant writing efforts. Without a doubt, Professor Dutta has demonstrated her extraordinary dedication to the field of rehabilitation and for the cause of people with disabilities (Please see attached “A Tribute”).

Purpose of Scholarship:
To recognize excellence in rehabilitation counseling research impacting the quality of life of people with disabilities.

Target Recipient:
Newly-minted PhDs who have completed a dissertation and earned a Ph.D. Degree from a Rehabilitation Counselor Education Program during the calendar year of 2018 (any time from January to December).

Applicants' dissertation will be reviewed and the selected candidate will be recommended for the scholarship to attend and present at the National Council on Rehabilitation Education Spring Conference (NCRE) in San Diego, CA on Thursday, April 18 during the Scientific Poster Presentation Forum.

Awards Luncheon:
The award will be presented during the Awards Luncheon on Thursday, April 18, 2019 at the National Rehabilitation Educators Conference in San Diego, CA.

Scholarship Award:
The selected candidate will receive up to $1,500 to be used to support the recipient's registration, hotel accommodations, and airfare to attend and present at the NCRE Spring Conference. The recipient must attend the entire conference.

Application Process:

Required Documents for the Award:
Each applicant is required to submit the following by the deadline established by no later than FRIDAY, MARCH 15, 2019 by 5:00 PM PST:

1. A digital copy of the final approved Ph.D. dissertation.

2. A letter from the Chair of the Dissertation Committee on university's letterhead indicating that the dissertation is applicant's original work and delineating the merits for consideration for the scholarship.

3. An official transcript indicating award of the Ph.D. degree.

4. Dissertations may be based on either quantitative or qualitative research methodologies for the competition.

Membership Verification:
The applicant must be a NCRE Doctoral Student Member and/or a New Career Member of the July 1, 2018 - June 30, 2019 membership year.

Please check with the administrative office by no later than Tuesday, March 13, 2019 to verify membership status before submitting application by the deadline date of March 15, 2019.

Important Deadline Dates:

  *   Friday, March 15, 2019 (by 5:00 PM PT): Deadline to submit scholarship packet with all required documents.
  *   Friday, April 5, 2019:  Deadline for the committee to inform the awardee of the outcome decision. The committee will also inform all nominators via email with the outcome of their proposal submission (i.e., nominee awarded/not awarded).
  *   Monday, April 7, 2019: Deadline for the recipient to confirm his/her acceptance to present his/her dissertation in a Scientific Poster Presentation Format on Thursday, April 18, 2019 from 8:30 AM - 10:00 AM and receive the award during the Awards Luncheon on Thursday, April 18, 2019 from 12:30 PM - 1:45 PM


Review Process for the Award:
The Dr. Alo Dutta Memorial Scholarship Committee is a Sub-committee of the NCRE Awards Committee. This sub-committee is composed of Individual Members of NCRE whom are researchers and scholars.
