Position Description *


Position Overview: Georgia State University is seeking a seasoned professional with extensive experience in disability accommodation and employee leave management with an emphasis on provision of accommodations pursuant to the ADA and Section 504 of the Rehabilitation Act. The successful candidate must possess excellent analytical skills and the ability to provide strong leadership and a comprehensive approach to workplace accommodation and leave management in a large organization. This position will report to the Georgia State University HR Benefits Manager and will interact with employees and management on a regular basis.

ADA/§ 504 Accommodation: This position coordinates and administers all aspects of the University’s employee disability accommodation process under the Americans with Disabilities Act, as amended, and §504 of the Rehabilitation Act. Ensures compliance with federal, state and local laws, Board of Regent’s policies and regulations, and University policies and practices. Serves as primary University contact regarding GSU workplace accommodations.

Major Responsibilities:

• Inform employees about the University process for requesting disability accommodation.
• Review medical documentation from qualified professionals to determine employee eligibility, conduct the interactive process, identify and make determinations about reasonable accommodations and support the implementation of reasonable workplace accommodations where applicable for qualified employees with disabilities.
• Generate all correspondence and initiate follow-up as necessary.
• Advise supervisors and departments regarding implementation of accommodations while maintaining appropriate confidentiality of employee medical/disability information.
• Track and maintain accurate record of accommodation requests, supporting documents and determinations made on behalf of the university.
• Communicate with employee as necessary during request and documentation process.
• Interface with Worker’s Compensation coordinator and ensure that Worker’s Compensation claimants are apprised of FMLA and ADA rights and obligations per law and University policy.
• Assist in identifying leave/accommodation tracking and management software solutions.
• Assist Benefits Manager with ongoing review and development of effective policy and procedure.
• Coordinate and present semi-annual accommodation training for department HR administrative coordinators.
• Administer website content regarding request for accommodation policy and process.
• Assist with other Benefits issues as assigned.

FMLA Leave: Coordinate and administer all aspects of the University leave of absence policies and procedures under the Family Medical Leave Act. Provide leadership regarding development of effective FMLA leave administration practices. Ensure compliance with federal, state and local laws, Board of Regents policies and regulations, and university policies and practices. Serve as primary University contact regarding GSU FMLA programs.

Major Responsibilities:
• Review and assess current university FMLA leave practices and propose revisions to improve overall accuracy, consistency, efficiency and communication with stakeholders.
• Counsel employees and supervisors about FMLA rights and responsibilities while maintaining appropriate confidentiality of employee medical information.
• Determine FMLA eligibility, generate all necessary correspondence, review FMLA medical documentation, request clarification where necessary, determine whether or not leave is FMLA –qualifying, make appropriate designation on behalf of university and follow up as necessary.
• Track and maintain accurate record of all individual FMLA leave claims, documents and determinations.
• Communicate as necessary with employees, supervisors and departments to keep stakeholders informed and up to date through FMLA leave application process, period of FMLA leave, and return to work.
• Assess FMLA claims to determine short/long term disability coverage status and provide notice to employee as applicable. Interface with STD/LTD providers as applicable.
• Interface with Worker’s Compensation coordinator and ensure that Worker’s Compensation claimants are apprised of FMLA and ADA rights and obligations per law and University policy.
• Assist in identifying FMLA leave/accommodation tracking and management software solutions.
• Assist Benefits Manager with ongoing review and development of effective FMLA policy and procedure.
• Coordinate and present semi-annual FMLA leave/ADA accommodation training for department HR administrative coordinators.
• Administer website content regarding FMLA leave policy and process.
• Maintain a high degree of accuracy inputting specific FMLA leave information in ADP/e-time payroll system.
• Assist with other Benefits issues as assigned.

Minimum Qualifications: Bachelor's degree and four years of related experience; or a combination of education and related experience.

Salary: $55,100 - $61,129

Preferred Qualifications

• Thorough understanding of ADA/§504, FMLA, Worker’s Compensation and how they interrelate.
• Master’s or doctorate degree in rehabilitation, vocational or health services, or human resources management.
• Benefits-related experience administering FMLA leave and ADA/§504 accommodations.
• Relevant HR experience in a higher education setting.
• Experience with FMLA/ADA management software solutions.
• Bachelor’s degree in rehabilitation, health services, human resources, or related field.
• CRC Certification with the Commission on Rehabilitation Counselor Certification.
• 3-5 years’ experience as a rehabilitation or disability professional.
• Thorough knowledge of the ADA and §504 of the Rehabilitation Act.
• Excellent analytical skills, and aptitude for providing strong leadership in leave and accommodation management in complex situations.
• Thorough knowledge of the FMLA and FMLA administration (or demonstrated ability to learn and apply complex regulatory material together with willingness to complete FMLA training within 3 months of hire).
• Must possess excellent organizational and time-management, interpersonal and verbal/ written communication skills.
• Must have demonstrated ability to exercise excellent judgment, follow-through, and the use of tact and discretion in the conveyance of information.
• Must be able to determine priorities, handle multiple tasks, and problem solve at a high level of competence.
• Ability to write clearly and professionally, to work with time-sensitive issues and to be self-directed with minimal supervision is a must.
