> POSITION
> The Department of Special Education and Rehabilitation is seeking outstanding candidates to fill a non-tenure track 12-month (academic year plus 3 summer months) faculty position in the Department of Special Education and Rehabilitation, Rehabilitation Counseling Program. The responsibilities will be split, 75% dedicated to directing the National Clearinghouse of Rehabilitation Training Materials, and 25% dedicated to teaching responsibilities within the Rehabilitation Counseling Education program.

> THE NATIONAL CLEARINGHOUSE OF REHABILITATION TRAINING MATERIALS(NCRTM)
> The NCRTM is sponsored by Rehabilitation Services Administration (RSA) and hosted by Utah State University, Department of Special Education and Rehabilitation. We serve the profession of Vocational Rehabilitation as a centralized resource for the development, collection, dissemination, and utilization of training materials; as a forum for advancing knowledge through applied research and open dialog; and as a marketplace for career and staff development.

> THE DEPARTMENT  
> The Department of Special Education and Rehabilitation offers Rehabilitation Counseling degrees at the masters and doctoral levels, as well as special education degree programs at the bachelors, masters and doctoral levels.  The Masters of Rehabilitation Counseling Program (MRC) is a CORE accredited program. More than 90% of our graduates pass the CRC exam on their first attempt. The department sponsors a doctoral (Ph.D.) program in Disability Disciplines which includes specializations in (1) special education, (2) applied behavior analysis, (3) rehabilitation counseling, (4) speech and language pathology, and (5) disability studies. Our bachelors program in special education prepares graduates to teach students with mild/moderate disabilities, severe disabilities, and/or young children with disabilities. The department also has two Masters programs in Special Education. The Department of Special Education and Rehabilitation is recognized nationally for its personnel preparation and research. The department faculty, along with colleagues from the university-affiliated Center for Persons with Disabilities, have a well-established record of obtaining research and training grants, national and international consulting, editorial work on national journals, and participation in professional organizations. The Department is ranked in the top 20 nationally in both Rehabilitation Counseling (9th) and Special Education (15th; US News and World Report, 2010). > THE COLLEGE AND UNIVERSITY
> Utah State University (USU), a land-grant university, is ranked by the Carnegie Foundation for the Advancement of Teaching as a research university with “high research activity.” It is in the top 3% of higher education institutions in the country. USU received $213 million in research awards during the 2011 fiscal year, a record 43% increase over funding in 2009. Enrollment (undergraduate and graduate students) exceeds 25,000.  There are 41 schools and departments in eight academic colleges and a School of Graduate Studies that offers 38 doctoral degrees and 96 master’s degrees. > Responsibilities
> Direct the National Clearinghouse of Rehabilitation Training Materials
> Be responsible for program leadership, maintenance of the current materials collection, and development of new on-line and hard copy information resources
> Work closely with the Principal Investigator and NCRTM staff in developing strategies for collecting and disseminating training materials.
> Manage the acquisition and disposition of materials to enhance the NCRTM collection, including the organization and retrieval of materials.
> Manage information requests from rehabilitation practitioners, special educators, parents of children with disabilities and other patrons for information and referrals to other resources.
> Work with a national advisory council to shape new initiatives. Conduct semi-annual meetings with the Advisory Council to determine strengths and weaknesses of NCRTM, while setting strategies for the future of NCRTM.
> Develop organizational linkages and communication with federal and state vocational rehabilitation agencies, community rehabilitation programs, etc.
> Serve on various national and regional rehabilitation committees.
> Develop and maintain networks with national associations such as National Rehabilitation Research and Training Centers and other national information centers, and develop and maintain relationships with new constituent groups.
> Work closely with the Principal Investigator writing continuation proposals for NCRTM funding and develop new initiatives and funding streams.
> Participate in national rehabilitation conferences (i.e., make presentations, and displays and market NCRTM materials).
> Work closely with the Principal Investigator in monitoring the program budget.
> Work closely with NCRTM staff and partners from other organizations to develop and coordinate webinars and distance-based education programs.
> 
> Teach in the Rehabilitation Counseling Education Program
> Teach one course each semester in the rehabilitation counseling master' degree program.
> Participate in rehabilitation counseling education program planning process.
> 
> Scholarship and Research
> Maintain an active program of research and scholarship that aligns with the goals of the NCRTM

> Minimum Qualifications
> Doctorate in Rehabilitation Counseling, or in a closely related field (e.g. Special Education, Educational Administration, Adult Education, etc.). Individuals who are ABD will be considered.
> Experience teaching at the university level
> Demonstrated administrative and/or managerial experience including leadership and personnel management.
> Evidence of prior supervisory experience including supervising professional, classified and student staff.
> Knowledge of rehabilitation counseling, as well as experience working with people with disabilities.
> Experience addressing rehabilitation trends and issues at the local, state, and/or national levels.
> Exceptional communication and organizational skills.
> Demonstrated ability to use computer software and other technologies (e.g. MS Office products, Internet, Streaming Media, etc.) as well as database management skills.
> Interpersonal skills necessary for effective support of staff, university personnel, and external constituents.
> Commitment to meeting the needs of diverse customers and constituents of the National Clearinghouse of Rehabilitation Training Materials.
> Strong skills in program evaluation.

> Preferred Qualifications
> Certified rehabilitation counselor (CRC) or CRC-eligible within one year
> A strong understanding / previous experience with the State/Federal Rehabilitation program
> Experience in successful grant writing and administration
> Familiarity with issues around accessibility for persons with disabilities
> Distance education experience
