There has been a rather significant development in legislation
pertaining to Counselors having the ability to bill under Medicare.
=20
Work was completed on 10-2-2009 on the health care and Medicare
legislation. There were over 100 amendments to the legislation. The
approved legislation does not include the provisions to include licensed
Counselors. The specific amendment including Counselors (S. 671) was
not included due to there being fears that there would be a lack of
support.
=20
The House of Representatives is also drafting a single health care and
Medicare bill to be voted on. This legislation is expected to by very
similar to H.R. 3200 which includes language that would establish
coverage under Medicare for Counselors.

This is disheartening news, but it is not the end of our fight.
=20
ACA is working with other organizations to have the House of
Representatives amendment included in the final version to be voted on
and approved by the Congress.
=20
We need to reach out and make our voices known on this issue. We need
to remind our Senator's that Medicare coverage of Counselors was voted
on and approved in the Senate in 2003, and again in 2005.
=20
We need to let our legislators know that we are more than qualified to
be providing services under the auspices of Medicare.
=20
We need to rally together like we have not done before and contact our
legislators and write letters and make personal visits. If we do not
rally behind this and make an effort we very well could be on the short
end of the stick again in relation to Medicare legislation.
=20
I would like each and every one of you to make a commitment to contact
your legislators as well as recruiting one other person to do the same
and share the importance of this legislation.
=20
Please send me thoughts on this issue as well as copies of letters that
you send, or emails that are sent so that we can show all the hard work
that we are doing in the State of Ohio around this issue.
