I see a danger in automatically creating those small classes.  If a college/department forgets to delete one, then you're putting a student into a very dangerous situation of accidentally being the only person in the class (which may be cross listed - without her knowledge) to turn in a very negative evaluation, making it extremely clear to the instructor who filled it out.

Creating a new class section by hand to do a small survey of the 3 people in the class only takes a minute or so.

For my college, I think it's much safer to leave it as it is.
