[Aphio-L] new bar requirement

hey everyone!!!

As we are planning sectionals, Rachel and I, with the input from the exec
board, have decided to make the Sectional Conference a mandatory event for
all brothers!

It is going to be similar to Charity Ball or Faculty Pagaent:
